Getting moble phone or sim is you have a phone with you that you can swamp out the SIM card (non usa , Canada or japan)   is easy, the new sim are cheap and with pre-paid cards being widely available, meaning you can get connected in less than an 30 minutes by dropping in to any mail of phone shop or 7-11.

Even tourists and short-term visitors find it practical to buy a SIM card and slip it into their existing phone, making it convenient for making bookings and enquiries while travelling in Thailand as well as to phone home if you get the right plann it can be a  cheap as 1-3 baht a minute. . you phone is also very useful for staying in touch with fellow travellers and home. Sim cards are cheap some times they are free or a couple of hundred baht with time included.

Phones are available everywhere new or used, new phone can be had for as little as 2000 baht. the cost for calls is anywhere from 1-5 baht a minute local or overseas, ask about the best plan, when you are seeking a SIM for your requrements. Monthly charge programs are possible but why bother any more with prepaid cards be so cheap now.
