Suanbuak hart Park is one of the few urban parks in Chiang Mai. It is located in the south west corner of the old city. FYI - Across from the mental hospital.
It was redesigned about 10 years ago when the ponds were rebuilt and the place totally redone. Since then it has become a little rundown compared to what it was. How ever you an find people in the park feeding the cat fish and Koi in the ponds and runners doing the track within the grounds and lovers being some what affectionate by Thai standards.
Be aware that there is no smoking or dogs allowed in the park. I state this as a observation of the signage stating this because you would not be aware of this fact from the dogs or peoples behavior. Like all places the public gather there is of course food and drinks available and even food to feed the fish for 5 and 10 Baht a bag. As well as mats to lay on the grass so as not to get your clothes dirt, being rented as you walk in the gates. The latest addition to the park seems to be pigeons that love the fish food as well so I assume they will become more popular sport in the near future.
